Program Components

Component 1: Mobile Dual Response Unit

This team responds to individuals experiencing an apparent mental health or substance use crisis. Mental Health or Substance Misuse employees respond to individuals needing crisis stabilization, support, linkage, and access to treatment services including therapy, counseling, rehabilitation, detox, and placement coordination.

Current participating agencies: Mendocino County Sheriff’s Office; Ukiah Police Department; Behavioral Health and Recovery Services Department.

Component 2: Heads Up Project

This collaborative project is a pathway for law enforcement agencies in Mendocino County to alert the Behavioral Health and Social Services departments about individuals in our community whose needs are not in alignment with the structure of the criminal justice system. The overarching goal of the project is to provide early identification and diversion of individuals in need of behavioral health and social services support so as to avoid unnecessary and unproductive use of criminal justice resources. Services are not provided “in real time”, but extensive follow-up information is reported back to law enforcement agencies on a weekly basis.

Component 3: Special Focus Project

The Special Focus Project serves service-resistant homeless individuals who are also committing crimes and contributing to public safety issues. Clients are engaged through a task force model that includes the Mendocino County Sheriff’s Office and Social Services Department, and Substance Misuse and Behavioral Health. Staff provides unified messaging and a clear choices to individuals. Pilot launch expected by April 1, 2025.
